Yes it is! He was actually originally holding a small whip, but that was removed pretty quickly to avoid any calls of "animal cruelty". Probably a good move!

They were looking at Mediterranean countries but Italy was not under serious consideration

Sorry, meant they were looking at the Med in general & hadn't settled on anything specific before deciding on Paris.

I meant your guess of somewhere on the Mediterranean is correct. Disney didn't get to the level of a specific country on the Mediterranean before they settled on Paris.

They are certainly trains on Big Thunder! Not sure if they are currently out of service or not.
