Nope. It is an animated movie, but was released about a decade before 101 Dalmatians.

This character definitely fell a long way, but nothing to do with stairs.

Yes it is! Disney has so many movies that prominently feature dog characters, but the "Twilight Bark" is all 101 Dalmatians!
