On the right track with pirates, but not Treasure Planet. Both the character speaking and the one being spoken to are prominent in a Magic Kingdom favorite attraction.

Not Mary Poppins Returns (or Mary Poppins) but it is a live action movie that got a sequel many years after the original movie.

It was not a Herbie movie. There are cars in it as well a jeep & some horses.
