We're losing weight!

So I evaluated the track weight settings. I modified the settings so that they're not so drastic, but at the same time will separate the favorites from the not-so-favorites without running a track into the ground to the point where it won't be considered for rotation (with a few exceptions).

Previously Tracks were all 70 by default. That's been reduced to 50 which is for "medium rotation" consideration. Each time a track is requested it adds 6 points. Each time a track plays it deducts 1 point. Previously it was 20 points for each request and 7 points per each play. While that does seem drastic, 7 point deductions caused tracks that weren't being requested to reach a point of no longer being considered fairly quickly (10 "points" or less). with 6-1. The 6 will ensure that tracks gradually make their way to "Super star" status if people REALLY like them. (70 and 90 points are SUPER HEAVY ROTATION) and be considered accordingly.

Periodically it will be necessary to reset balances as new tracks are added. Not EVERYTIME but a couple times a year. I've made special considerations for certain tracks to remain at a weight of 1 so that they're not considered for rotation at all, but remain available incase people want to request them.

I have also been working on an update to the old one, but I need to speed it up, make the trains back wheels spin, and of course, puff smoke.
