Total guess.

Character 1: Your rear end's on fire, character 2.

Character 2: Oh. Thanks.

Might this be an exchange between Panic and Pain in Hercules?

Nope. This is from an older live action movie.

Apple Dumpling Gang? I really need to watch both of these again. Tim Conway and Don Knott's were so funny together.

Reasonable guess, but incorrect. Couple decades older than Ratatouille.

Another movie with rats in it, but not the one we're looking for. About 3 decades newer than Lady and the Tramp. The rats in this one definitely have speaking parts!

Another logical guess, but incorrect. This movie came out between the two Rescuers movies.

Not Winnie the Pooh. The characters in this animated movie are based on the characters from a series of classic books in English literature.
