Nope. It's an animal villain, although a relatively small one in the Disney/Pixar universe.

Much smaller than a dog, he does appear in a 3D Disney World attraction.

The design for this character came from a process the animators dubbed the "hot man meeting". A meeting was set up with all female studio employees where they were asked their opinions of what made a man attractive.
